SUMMARY:Large-Scale Transformation\, a New Sustainability Challenge. Kleiburg in Amsterdam\, Grand Parc in Bordeaux.
DESCRIPTION:The exhibition puts into dialogue two of the most relevant examples of the transformation of housing blocks built in the 60s and 70s in Europe\, winners of the European Union Prize for Contemporary Architecture – Mies van der Rohe Award.      \nBased on these examples\, presented through photographs\, texts\, models and videos\, other projects with similar characteristics that were demolished are related by means of a timeline. Other examples of collective housing built more recently are presented with models and two texts\, one by Francis Rambeft and the other by Josep Maria Montaner and Zaida Muxí\, serve to introduce the theme and follow the narrative thread of the exhibition.   \nAs Josep Maria Montaner and Zaida Muxí write\, “In general\, emblematic examples of large-scale collective housing complexes are studied at the time they were designed\, built and inaugurated\, but very little has been studied and written about how each of these buildings evolved and adapted\, to find out what their legacy really was. Houses are for living\, and their maintenance and adaptability is essential. Therefore\, the key to progress lies in how and what we can learn from experience.    \nModern collective housing is living heritage\, so it is important to know its transformations and appropriations; to understand what have been the qualities of construction and remodelling facilities”. Based on this reflection\, the exhibition allows us to debate about these housing blocks that are found in most European cities\, how to deal with them in order to improve the living conditions of their inhabitants\, and at the same time to do so by looking at examples of new collective housing blocks built in recent years.   \nThe exhibition shows two exemplary projects for their transformation with the aim of improving the quality of life of their inhabitants\, taking each of them into account.  It also provides a framework in which to address specific proposals on access to housing\, based on concrete examples that can be copied\, adapting them to the specific contexts of each place.   \nThree years ago\, the renovation of one of the largest apartment buildings in the Netherlands\, called Kleiburg\, received the European Union Prize for Contemporary Architecture – Mies van der Rohe Award 2017. The Prize had never been won by a collective housing project until then. Just a year ago\, a different group of jury members decided to award the 2019 Prize to the transformation of three social housing blocks in Bordeaux.   \nIn both cases\, the existing buildings belonged to the massive construction wave that occurred in the 1960s in European cities. They are two successful survivors who escaped the wrecking ball. Thanks to its innovative ideas\, especially in the field of social housing\, the city of Vienna has long played a pioneering role in the global debate on new strategies for the design and implementation of cutting-edge housing models and urban developments.    \nBased on urban and social aspects\, not only have projects of exceptional quality been realised throughout the city\, but also entire neighbourhoods have been revitalised or new ones created. These concepts\, whose historical roots go back to “Red Vienna”\, represent dynamic opportunities to improve the quality of life in the contemporary metropolis by creating exemplary living environments.   \nThe event (lectures and opening discussion) aims to raise awareness and discuss the Viennese model of social housing\, as well as to foster exchange and mutual learning on sustainable and innovative strategies for affordable housing in urban environments. SUMMARY:GUIDED VISIT TO THE HOUSING DEVELOPMENT LA ROSILLA 4 BY ETSAM STUDENTS
DESCRIPTION:https://youtu.be/GmCGIQVUfYE\n\n \nEs necesario generar propuestas capaces de adecuarse a los nuevos retos sociales y los tipos de núcleos familiares que conforman el tejido social en una exploración de lo cotidiano.  \nLa parcela RC 4 se sitúa en un nuevo desarrollo urbanístico denominado APE 18.05 “La Rosilla” en Madrid junto al distrito de Vallecas. La Rosilla se encuentra en el triángulo formado por la Carretera de Villaverde a Vallecas\, la avenida Mayorazgo y la calle Castejón de Henares.  \nEl proyecto busca generar una pieza de transición entre el espacio urbano difuso que lo caracteriza y el nuevo parque situado al sur. Las piezas se organizan en dos escalas alternas\, la que agota la altura máxima de ocho plantas y la que cuentan con cinco plantas. Su colocación ortogonal permite una heterogeneidad en la percepción desde la vía pública y una clara discontinuidad en los planos de fachadas.  \nLa limitación normativa de profundidad de los edificios a 12 metros y los límites de factores de relación entre zonas comunes y privadas aconsejan organizar el conjunto de accesos a las viviendas mediante núcleos para dos viviendas en el edificio longitudinal y núcleo para 4 en el vertical. En la búsqueda de la mejora de estos aspectos\, se organizan viviendas de configuración flexible que permite una estancia pasante que contiene la cocina y el estar claramente separados y un vestíbulo con almacenamiento\, de manera paralela a este espacio\, se organizan las zonas de noche con los dormitorios. Esta estructura permite incluir 71 viviendas protegidas de precio básico (VPPB)\, 3 de ellas para PMR.  \nLos edificios dispondrán de un zócalo denso y rugoso construido mediante fabrica en aparejos con volumen\, mientras que el resto de las envolventes de los edificios se construyen mediante un sistema SATE que optimiza el comportamiento energético del mismo. A lo largo del jardín se generan unos núcleos de actividad formados por un espacio de pavimento blando en áreas de juegos infantiles\, unos bancos y una zona de plantación de plantas tapizantes y árboles que desarrollen gran porte y hoja caduca\, permitiéndose la plantación al liberar el espacio bajo rasante el ámbito central de la parcela.  \nFecha y lugar:\nMiércoles 4 de mayo a las 15:00 – Villa de Vallecas. SUMMARY:Legislative action for the promotion of adequate and affordable housing
DESCRIPTION:In the face of the barriers to the generation of affordable housing\, the central message of this session will be action-oriented and to propose or describe solutions and tools for urban legislation that enhance the development of appropriate legal frameworks for sustainable\, inclusive and resilient cities. \nLegal frameworks at national and local level play an essential role in the development of the housing sector in general and affordable housing in particular. Urban housing legislation needs to be defined and implemented from various dimensions and elements such as environment\, employment\, access to services\, mobility\, safety\, security\, education\, culture\, poverty\, marginalisation\, citizen participation\, gender equality and human rights. Effective and equitable legal frameworks must be advocated to support the implementation of sustainable urban and territorial development at all levels. \nThis event will provide a relevant and often non-existent discussion on the lack of legal mechanisms to assist/enforce both public and private institutions in the creation of adequate and affordable housing. The outcome of the event will be a series of concrete legislative proposals that can be implemented in national and local frameworks. \nThe event will be co-organised by OnCities2030 and the College of Urban Jurisprudence (CJUR International). Experts in sustainable urban development will be invited\, with a multidisciplinary approach\, but with the aim of reflecting and presenting actions needed to consolidate sustainable urban transformation in international\, national and local legal frameworks. \nThe format of the event will be based on the methodology applied by OnCities2030 of “intelligence unit” in which a number of people are invited to work collaboratively on an action-oriented proposal.

DESCRIPTION:Devastation is a way of life in the Philippines. Every year\, the country gets hit by at least 20 typhoons. Ultimately\, one of those annual typhoons would sweep out the provinces and carry loss\, destruction\, and heartache. Typhoon Odette has hit the small island of Siargao at the southern portion of the Philippines\, and has flattened the area when it brought hurricane winds\, heavy rain\, and death to the villagers.   \nFaced with this recurring dilemma\, a group of stakeholders will have a sit-down with expert panelists\, and will try not to provide a solution\, but go to notions of identifying the main problems with the island: its design\, geography\, housing and disaster response\, especially for Persons with Disabilities. Graduado en la primera promoción de la Universidad Autónoma de Barcelona\, cursó sus estudios en el Hospital de Sant Pau de Barcelona. Es miembro fundador de las redes internacionales Arquitecturas Colectivas y CitizensLab.   \nCristian Vivas\, Arquitecto co-fundador de Vivas Arquitectos\, estudio con sede en Barcelona fundado en 2005 por César & Cristian Vivas Millaruelo que abarca los campos de la arquitectura\, el urbanismo y el diseño a través de múltiples colaboraciones. Desarrolla encargos tanto de obra nueva como de rehabilitación\, principalmente en el ámbito residencial. En 2016 recibe el premio “40 under 40”\, seleccionados como uno de los 40 despachos emergentes en Europa.   \nJosé Toral\, Arquitecto co-fundador de Peris+Toral Arquitectes. El 2005 funda en Barcelona\, junto con Marta Peris\, el estudio Peris+Toral Arquitectes\, la obra construida del cual se concentra en el ámbito de la vivienda pública colectiva y el espacio urbano. However\, we strongly believe that this topic is relevant to all the countries that have a vast legacy of the post-war period – huge districts (“micro-rayons”) of modernism\, prefabricated housing stock. Post-soviet countries have to deal with the same problems and challenges\, and other European countries are also considering the future of modernist housing. \nThe prefabricated housing\, built some 50-70 years ago\, is worn out\, not energy efficient and not attractive to the inhabitants anymore. Additionally\, to the poor physical state\, this type of housing doesn’t correspond to the current needs and way of life of people\, and often is perceived as dull\, grey and visually not appealing. \nToday\, there are several different governmental renovation programs implemented by different countries\, but usually it all ends with insulation and energy efficiency. With the series of events and activities\, we are trying to rise a movement\, to create a model / methodology and (in future stages) to implement a pilot project of something more: with improvement of each flat\, common indoor and outdoor spaces\, at the same time keeping the visual quality and architectural unity of the whole quarter. And\, of course\, the renovation process should include the inhabitants. \nAdditionally\, we’d search for chances for new financial and legal tools that would allow participation of different stakeholders (private and public) in renovation. SUMMARY:Scaling-up financing for Sustainable Urban Infrastructure – Experiences from the UNECE Region
DESCRIPTION:Designing and financing well planned urbanization is an investment in our present and future that enables progress towards achieving the SDGs. In the UNECE region\, the urban population is increasing\, and many cities are expanding rapidly. Many cities have been unable to develop the required supporting infrastructure to keep pace with sustainable\, climate resilient urban growth. As a result\, the potential for urbanisation to unlock further economic development\, social progress and sustainability for cities is partially lost.   \nCities face common challenges to scale-up sustainable urban infrastructure delivery\, from inadequate enabling environments and policy frameworks\, human and financial capacity constraints and low creditworthiness\, among others. As cities delay progress on key infrastructure projects such as sanitation\, public transport\, affordable housing and green spaces\, among others\, urban quality of life and the environment are impacted. At present\, there is an estimated annual financing gap of USD 1.8-2.4 trillion for low-emission and climate-resilient infrastructure globally. Most of the financing gap needs to be filled in urban areas\, which is problematic since cities have also been hard-hit by COVID-19 and urgently need to deliver key social and economic benefits to recover from the pandemic.   \nCities need to accelerate in the development of bankable\, sustainable and inclusive infrastructure projects. Going forward\, it will be essential to optimise the use of traditional funding sources\, as well as non- traditional mechanisms. In this context\, Project Preparation Facilities (PPFs)\, have proven successful in mobilizing financing for low-carbon projects from both public and private sources\, as well as in delivering social\, economic\, environmental and governance co-benefits.   \nThe UN Development Account funded project on innovative financing for sustainable smart cities that is led by UNECE supports the cities in prioritising key urban infrastructure needs and priorities\, while also providing tangible support in the preparation of projects. With a view to supporting countries in achieving SDG 11 and other urban related SDGs\, this side event to the Forum of Mayors will support sharing lessons learned and disseminate best practices generated within the project and beyond.   \nThe side event includes two panel discussions where the first panel seeks to showcase tangible experiences and approaches to successful urban infrastructure projects in the UNECE region\, specifically from the perspective of PPFs. Given the diverse national and local contexts of the housing sector\, and the diverse legal frameworks and living traditions within the UNECE region\, there is no one solution that fits all. Sharing and exchanging experiences and good practices allows the formulation of viable solutions and policies appropriate for specific national and local contexts.   \nThe side event will present the report of the study “Housing2030: Effective policies for affordable housing in the UNECE region” which have been developed by the UNECE in cooperation with Housing Europe\, UN-Habitat and other partners. SUMMARY:Localizing the SDGs: Voluntary Local Reviews in the UNECE region. Experiences and good practices
DESCRIPTION:The latter’s growing role in implementation of the 2030 Agenda has led to increased global attention  on localizing SDGs and preparing Voluntary Local Reviews (VLRs).    \nCities play an important role in the implementation of the 2030 Agenda for Sustainable Development and the achievement of the Sustainable Development Goals (SDGs). Many cities across the UNECE region have documented their actions towards the SDGs by developing VLRs\, which provide an assessment of their progress towards achieving the SDGs and are a potentially important tool to support socio-economic recovery from the COVID-19 pandemic.    \nBased on those practical experiences of cities on their VLRs development\, in 2021\, UNECE  elaborated Guidelines for the Development of Voluntary Local Reviews in the UNECE region which were endorsed by the Committee on Housing\, Urban Development and Land Management  at its 82nd session\, (Geneva\, 6-8 October 2021). The aim of these Guidelines is to support local  and regional governments in the UNECE region in promoting shared value creation for local  communities like  cities  and  rural  human  settlements  for  developing  VLRs  reports.   \nAt the beginning of 2022 the Guidelines were updated and the side event participants will be invited to share their proposals for further updates of the Guidelines.  \nFurther\,  UNECE  in  cooperation  with  its  centres  of  excellence  in  Trondheim\,  Norway\,  and Geneva\,  Switzerland\,  developed  an online  training  programme  on  the VLRs and  organized subregional workshops. The training programme is being constantly improved and the side event will provide a good opportunity to obtain feedback to the training modules which were created.  \nFinally\, this side event will provide an opportunity to exchange experiences and practices between cities in the UNECE region on the VLR development and international organizations and experts who support local governments in the VLR development.    \nThe side event organized jointly by UNECE Regional Forum on Sustainable Development 2022and the II Forum of Mayors 2022. It explores proposals for present-day adjustments and future sustainability (in terms of orientations with respect to space-use\, materials and actual building practice). \nDavid Garcia – Architecture and Extreme Environments \nIn a time when environments are increasingly under threat\, extremes are becoming more the norm than the exception. This lecture argues for a change in mindset\, methodology and approach to architectural design\, based on local specificity\, understanding of culture\, challenges and potentials through collaboration and innovation\, as part of a holistic approach. It tries to argue the importance of education as an integral part of the architectural discipline. It is through education that the potential and sensibilities of future architects are nurtured\, and the discussion broadened in our rapidly transforming world. Education is the seed of change\, and in architecture this change is urgent. \nHanaa Dahby – Bio-based Materials and their potential for African Architectural Transformation \nThe lecture focuses on futuristic sustainable architecture\, achieved through implementing local materials\, especially bio-based ones\, and embedding smart approaches like digital fabrication technologies integration with computational design methods. In addition\, multidisciplinary work\, automation technologies and other factors will showcase how current and future-oriented techniques could have a direct effect on smart sustainable architecture of the future based on available technologies and local materials. In that context\, African local architecture could be re-established based on local identities\, aided by widespread new local technologies\, to further serve the environment and African communities. \nBorong Lin – New Strategies for Sustainable Buildings in Extreme Hot Environments \nIn the extremely hot environment\, some new strategies could be considered in sustainable building design and technological innovation\, including the novel design of shading and ventilation\, research and application of radiant cooling materials\, development of thermal adaptation theory and new technologies\, independent temperature and humidity control strategies\, and solar-driven high-efficiency zero-carbon air conditioning systems. Several domestic sustainable building cases in extreme thermal environment in China are introduced as examples. \nNikolaos P. Tsinikas – Nature & Architecture  \nThe concept of the presentation is a detailed view of nature as a source of inspiration for architectural design and architectural technology. Form follows function is a term used in zoology showing that any living organism must adapt to the environment to survive. The distribution of loads in structural elements\, such as beams\, arches\, domes\, act just like in bones\, trees\, webs. To enhance the strength of architectural structures\, we can consider how assembly connections\, compound structures\, multicore cables and multilayer structures are made in living organisms. Most of the tools and mechanisms that man made can be found in nature. To conclude\, some examples of camouflage\, stealth\, voronoi patterns\, exoskeletons\, bone structures\, living creatures at the bottom of the sea\, architects of nature and microorganisms will be shown. \nAnna Heringer – Architecture is a tool to improve lives. \nAnna Heringer’s vision and motivation for her work is to explore and use architecture as a medium to strengthen cultural and individual confidence\, to support local economies and to foster the ecological balance. For Heringer\, “joyful living” is a creative and active process\, by which she manifests her deep interest in the sustainable of society and the built environment. Sustainability is a synonym for beauty: a building that is harmonious in its design\, structure\, technique and use of materials\, as well as with the location\, the environment\, the user and\, the socio-cultural context. All of which define its sustainable and aesthetic value.

SUMMARY:Legislative action for the promotion of adequate and affordable housing
DESCRIPTION:Facing the barriers to the generation of affordable housing\, the central message of this session will be action-oriented and to propose or describe urban legislation solutions and tools that enhance the development of appropriate legal frameworks for sustainable\, inclusive and resilient cities.  \nLegal frameworks at national and local level play an essential role in the development of the housing sector in general and affordable housing. Urban housing legislation must be defined and implemented from various dimensions and elements such as environment\, employment\, access to services\, mobility\, safety\, security\, education\, culture\, poverty\, marginalisation\, citizen participation\, gender equality and human rights. Effective and equitable legal frameworks must be advocated to support the implementation of sustainable urban and territorial development at all levels.  \nThis event will provide a relevant and often absent discussion on the lack of legal mechanisms that assist/oblige both public and private institutions to create adequate and affordable housing. The outcome of the event will be a series of concrete legislative proposals that can be implemented in national and local frameworks.  \nThe event will be co-organised by OnCities2030 and the College of Town Planning Jurisprudence (CJUR International). Experts in sustainable urban development\, with a multidisciplinary approach\, will be invited to reflect on and present actions needed to consolidate sustainable urban transformation in international\, national and local legal frameworks.  \nThe format of the event will be based on OnCities2030’s “intelligence unit” methodology in which a number of people are invited to work collaboratively on an action-oriented proposal.

DESCRIPTION:This book arises as a response to a concern of the Valencian regional administration for the mainstreaming of the gender perspective in its housing policies and especially in its public procurement processes. \nThe text is the outcome of solid research carried out by its authors at the UNESCO Gender Chair at the Polytechnic University of Madrid. The result provides recommendations to facilitate decision-making in the design of spaces that enhance the value of the informal care sphere\, as well as a detailed analysis of international examples of good practice. The event aims to show that the integration of these issues is not a complex matter\, but requires conscious reflection\, which is facilitated through this document. \nThis book is a clear example of how knowledge transfer can improve the quality of public housing policies. \nThe application of the principles set out has allowed for the strengthening of the exemplary role of the administration\, fostering the contracting of gender-sensitive housing through three pilot projects which are already underway and which\, as demonstrators\, seek to be replicated by the private sector. \nThe availability of European funds implies a new way of boosting the housing and construction sector\, and without a doubt\, this cannot be unrelated to the incorporation of the gender perspective in a conscious manner. \nThe event will bring together the main agents of the sector in the territory to share and debate with them the challenge of contributing to a more inclusive architecture.

Her work is based on the exploration and use of architecture as a means to support local economies and promote ecological balance.    \nFor her: “Sustainability is synonymous with beauty\, and what defines the aesthetic and sustainable value of a building is that it is in harmony with its design\, structure\, technique and use of materials\, as well as in relation to its location\, the environment\, the user and the socio-cultural context”. The visit proposes a journey through the work and philosophy of Anna Heringer\, who is deeply interested in the sustainable development of our society and the built environment.    \nShe focuses her work on the use of local materials and techniques to create buildings that are characteristic of the place where they are located. These concepts are reflected in the exhibition; in addition\, the presentation of the projects is supported by textiles made by Bangladeshi women who reproduce the floor plans and elevations of their buildings. The exhibition is completed with texts (such as the Laufen Manifesto\, promoted by the architect herself)\, photographs\, drawings and maquettes that trace a route through the principal projects undertaken by Anna Heringer since 2006.    \nIn all her works she applies one of the most important lessons learned in Rudrapur\, the rural village in Bangladesh where she built her first project – the METI Rural School\, Aga Khan Award 2007 – and where\, today\, she continues to work and collaborate in initiatives for local progress: that the most successful development strategy consists of relying on existing and readily available resources and making the most of them\, rather than relying on external systems.    \nThis leads it to involve local communities in the construction of all its projects\, not only as a way of ensuring that they meet the needs for which they were designed\, but also as a means of providing training in traditional construction techniques to enable the future personal and professional development of its members. Not forgetting that this type of involvement develops a sense of belonging in the community that guarantees the proper and lasting conservation of the buildings. This way of working is embodied in his maxim “Form follows love” which\, in contrast to Louis Sullivan’s famous “Form follows function”\, exemplifies the revolutionary nature of his conception of architecture.   \nMoreover\, with projects such as the RoSana Centre guesthouse – winner of a New European Bauhaus Award in 2021 – in Germany\, or the ecotourism project at Cortijo La Donaira in Ronda\, Spain – both developed in collaboration with Martin Rauch – he has demonstrated that building with earth\, a fundamental element in all his architecture\, is perfectly viable in today’s Europe.
