Chair of Steering the Board of the National Housing Agency and Chair of the UNECE Committee on Urban Development, Housing and Land Management.
Doris Andoni studied architecture and urban planning and had several specializations and trainings in the field of housing, urban planning and project management. She worked as architect for several years and consultant in different international funded projects. As Executive Director of the National Housing Agency of Albania, she developed affordable and energy efficient housing projects for low-income families. She was the main responsible for starting and implementing the housing policy reform in 2000s and for the inception, fund raising and implementation of major housing programs, including social housing and interest rate subsidies for low-cost housing. She has advocated for the de-facto decentralization of housing in Albania and is a constant collaborator and supporter of local governments. Her work has resulted in increasing the financial contribution from local budget for housing projects. Currently she is engaged with the reform of digitalization of housing application and data-base.
Ms. Andoni is very active in international arena, including with UN and European organizations and agencies. She represents Albania in the UNECE Committee on Urban Development, Housing and Land Management and since 2019 she is the Chair of this Committee.
In 2018 she was awarded the Albanian Architecture Prize for her contribution to architecture and housing policy and legislation in Albania.
She holds the degree of Master of Science in Urban Housing Management and she is a guest lecturer at the International School for Architecture and Urban Planning in Tirana.
